Two adaptations, two viewing routes
The 2003 Fullmetal Alchemist runs for 51 television episodes and develops an original direction distinct from the manga. Its film continuation is Conqueror of Shamballa. Brotherhood runs for 64 television episodes and was conceived to follow the manga’s complete story. The practical distinction is continuity. Familiar character names and a shared starting premise do not turn the two shows into interchangeable parts of one longer series.
Route one: start with Brotherhood

Optional extras: save its OVAs and The Sacred Star of Milos for afterward if you want more time with this version of the cast.
Optional second adaptation: start Fullmetal Alchemist (2003) at episode one when you want to explore the other version.

Where do the films fit?
Conqueror of Shamballa continues the 2003 anime. It is not Brotherhood’s finale. The Sacred Star of Milos is associated with Brotherhood and works as optional additional viewing rather than a required conclusion to its television ending.
For a first watch, saving optional films and OVAs until after their associated series is the least fussy approach. That is an editorial recommendation for convenience, not a claim that every extra occurs after the finale in story chronology.
