The story takes us to a world where some children develop special powers during puberty. These children are called ESPers. Yuu Otosaka, one of them, appears to be an ordinary high school student. However, he has the ability to slip into and completely control another person's body, but only for five seconds. Yuu has used this ability for years to achieve his goals, which allowed him to gain admission to a prestigious high school.

One day, he is caught red-handed by the enigmatic Nao Tomori. Unable to back out, he and his sister Ayumi are forced to transfer to Hoshi-no-umi Academy, a school for students with supernatural abilities. The Student Council of this school, led by the infamous Nao, is tasked with tracking down teenagers who abuse their powers. Thus, Yuu finds himself forced to join the Student Union, which, day after day, will lead him to the truth that awaits all those who possess these supernatural abilities: the ESPers...
